Under general supervision, Performs supervisory and skilled work in analyzing project requirements and assigning Public Work Department employees to specific tasks. In particular, performs on-site supervisory and oversight of Structure demolition, site clear/grubbing, building foundation preparation and other related tasks.
MAJOR TASKS AND RESPONSIBILITIES:
Plan and arranges construction and/or maintenance projects; determines project elements, identifies crew size, equipment and supplies needed. Reviews job specifications with the manager to assure requirements are met.
Determines necessary supplies, orders supplies, conducts supplies inventory. Conducts labor and equipment rental cost estimates for projects.
Maintains a variety of reports and records which may include: job orders, job costs, materials used, time sheets, project schedules, and other reports regarding work accomplished.
Examines and interprets blue prints and engineering plans to provide design comments, on standards and details, determine proper procedures.
Trains, supervises and assigns workers to specific tasks: communicates objectives and procedures to be used. Ensures safety practices are used in performance of job duties.
Monitors project/activity progress insuring timely completion of work. Directs work in progress assess procedures applied and adjusts as circumstances indicate. Provide quality control for the work performed.
Supervise routine equipment maintenance tasks and operates all types of equipment as needed.
Coordinate with utility representatives for determination of utility placement.
Resolves problems in work activities and/or between crewmembers.
Explains project/activity to Tribal Members, governmental officials, property owners, utility representatives and the general public; responds to and resolves complaints regarding crew activities.
Basic knowledge of land surveying and able to perform property line survey and set elevations to benchmark.
Because of the Tribe’s commitment to community service and the well being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.
EDUCATION – EXPERIENCE AND TRAINING FOR POSITION: Equivalent to graduation from a high school education and four (4) years of site work development with related public works experience is required.
SPECIFIC SKILLS/KNOWLEDGE/ABILITIES REQUIRED FOR POSITION: Equipment, facilities, materials, methods and procedures used in public works construction. Maintenance needs analysis, planning and prioritization, including labor needs, supplies and equipment needs identification. Operates and proper use of motorized vehicles and equipment, including log self-loader, firewood processor, forklift, dump truck. Pickup truck, grader, street roller, backhoe, saws, pumps, and common hand and power tools. Prepares and maintaining accurate records, reports, and schedules. Directing, training and motivating employees. Maintaining various equipment used in public works projects. Communicating effectively, verbally and in writing. Establishing and maintaining effective working relationships with Tribal officials, employees, other divisions and agencies, tribal members and the public.
PHYSICAL REQUIREMENTS: While performing the duties of this job, the employee is regularly required to use hands to handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee frequently is required to stand and talk or hear the employee is occasionally required to walk; and sit. The employee frequently lift and/or move up to 50 pounds and occasionally up to 100 pounds. Specific vision abilities requires by this job includes close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust and focus. While performing the duties of this job, the employee frequently works in outside weather conditions. The employee frequently operates various vehicles and equipment and works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions and vibration. The noise level in the work environment is usually loud in field settings, and moderately quiet in office settings.
Licenses or Certifications Required: Current and valid Washington state driver’s license. A valid Washington State Commercial License, with a class A endorsement. First Aide/CPR Certification.
