Court Administrator/Clerk - Court of Appeals, Division II - Washington State Government - Tacoma, WA

The Washington Court of Appeals, Division II in Tacoma, Washington seeks candidates for the position of Court Administrator/Clerk. The successful candidate must demonstrate competence in: (1) court administration, (2) management and supervision, (3) organizational leadership including strategic planning, (4) budget and accounting principles, (5) information systems and technology, and (6) have the ability to manage and direct all non-judicial activities of the court as required. Preferred candidates include those candidates with a master’s degree in judicial or public administration and demonstrated experience as an administrator or manager in a court or related organization. This position serves at the pleasure of the Court’s judges.
Position Start Date : October 3, 2016

Duties

The court administrator/clerk is responsible for all non-judicial activities of the court including but not limited to budget preparation and monitoring, facilities management, calendar management/delay reduction, statistical analysis, strategic planning, planning and application of technology, and court security.


The court administrator/clerk is responsible for maintaining custody of all records, files and proceedings of the court. The court administrator/clerk is responsible for ensuring court rules are followed, issuing mandates and certificates of finality, and may determine cost awards on review. The court administrator/clerk may also make certain decisions called “rulings” which become actions taken by the appellate court.


The court administrator/clerk is also responsible for management and supervision of clerk’s office personnel, developing policies and procedures, and acting as liaison with the Administrator of the Courts, the Supreme Court, other divisions of the Court of Appeals, the Bar, litigants, and the public.

Qualifications

Bachelor’s degree and six years of progressively responsible experience as an administrator or manager in a court or related organization or agency OR a JD degree and three years of experience as an administrator or manager in a court or related organization, law firm, or agency.


Desired qualifications include a master’s degree in judicial administration, a master’s degree in business administration, completion of the National Center for State Court’s Court Executive Development Program and completion of an appellate clerkship.
